AXIS Charter

A public commitment to evidence infrastructure.

AXIS is a scientific infrastructure platform for identity, provenance, integrity and continuity of scientific assets. This Charter defines its purpose, limits, operational principles and relationship with open science.

Science needs memory, not only publication.

Articles, datasets, protocols, files, versions and institutional records should not remain scattered across fragile links and isolated systems. AXIS exists to organize scientific objects around declared evidence.

Purpose

What AXIS is.

AXIS is not a journal, not a publisher, not a peer-review authority and not a replacement for repositories. AXIS is an infrastructure layer that helps scientific objects become identifiable, verifiable and operationally traceable.

Identity AXIS creates structured public records for scientific assets and their versions.
Evidence AXIS records declared metadata, files, checksums, provenance and public validation paths.
Continuity AXIS maintains relationships between objects, contributors, institutions and operational events.

The AXIS operating doctrine.

01 Evidence before claim No statement should exceed the evidence recorded in the public or internal record.
02 Boundary before service Every service begins with scope review before quotation, issuance or technical commitment.
03 Integrity before visibility Public validation must favor traceability and file integrity over decorative presentation.
04 Continuity before novelty The platform exists to preserve operational memory, not to inflate claims of innovation.
05 Independence before revenue Commercial services must not influence editorial decisions, peer review or scientific acceptance.

Editorial independence

The Editorial boundary.

AXIS may support the financial and operational sustainability of open-science infrastructure. However, AXIS services must remain separated from editorial decisions, manuscript acceptance, peer review, corrections, retractions and publication policy.

No pay-to-publish AXIS cannot be used to sell article acceptance, faster publication or editorial advantage.
No merit transfer An AXIS Passport does not certify scientific quality, validity, originality or clinical relevance.
No hidden endorsement AXIS records evidence. It does not imply institutional or editorial endorsement unless explicitly stated.

Operational limits

What AXIS must not become.

Not a merit authority AXIS must not present evidence records as proof of scientific truth.
Not a legal ownership system AXIS records declarations and evidence, but does not adjudicate intellectual property disputes.
Not automatic preservation Preservation status must be declared honestly and must not be implied by visual design.
Not an editorial shortcut Scientific acceptance remains outside AXIS operational services.
